The Contract Program Manager (CPM) shall be knowledgeable of all aspects of the OHS program and the goal and objectives of the clinics and OSSCM. The CPM shall ensure clinics are staffed with qualified personnel, capable of meeting the various challenges of the FDA environment. Through training, continuing education and development of short‐term and longterm strategic plans for QC and QI, Personnel Development and Program Improvement, the CPM plays a pivotal role in the success of the program and the provision of the highest level of services to the FDA community, both in White Oak and national and international employee concerns.   Position Requirements:   - Education: A degree from a four‐year college or university. Spectrum Healthcare Resources has an opportunity for a Program Manager in McAllen, TX.  The Program Manager provides senior management expertise and oversight for the U.S. CBP, U.S. Border Patrol Border Medical Units and medical services contract.  This individual is also responsible for ensuring successful completion of administrative and program management tasks outlined in the Statement of Work (SOW).   Basic Requirements: - Bachelor’s degree (or in degree completion plan) in management, human resources or related field required and 2 years management experience managing multiple tasks required. - Background/experience in immigration, criminal justice or healthcare management - Required 2 years’ experience overseeing the provision of healthcare services required. - Experience with medical screening/triage in an operational environment. - Experience successfully managing multi-task projects in various locations and supervising 50+ employees. - Demonstrated ability to ascertain relevant facts and information; prepare executive level summaries; and analyze management and financial reports to identify trends, performance gaps and contract status information. - Must demonstrate effective leadership and possess effective oral and written communication skills.   Duties and Responsibilities: - Initiates and maintains compliance with DHS and CBP policies and any overriding accreditation standards that may apply - Works within licensure/certification, Scope of Practice, or applicable Collaborative Agreement - Maintains compliance with standard operating procedures and protocols - Devising new programs that support the organization’s Objectives - Coming up with sustainable goals for the organization - Monitoring projects to ensure goals are met - Meeting with stakeholders and local management to discuss program status and goals - Maintains patient confidentiality and privacy of medical records - Performs record keeping functions in accordance with program policies and the system of records management - Ability to use the electronic medical record, and must maintain an “active status” for use and complete all required trainings - Utilizes the electronic medical records system for all documentation, to include, but not limited to all patient care, monitoring, medication administration/observation documentation, and input of any paper records as applicable - Maintains non-involvement in the security aspect of patient care and custody - Attends general staff meetings and participates with medical quality management initiatives and reviews as applicable - Assures a safe and clean working environment, and assists in the disposal of biologically hazardous waste on a regular basis - Completes all annual training as directed - Limited telework may be considered for certain oversight positions - Performs other duties and responsibilities as assigned   Customs and Border Patrol Mission: CBPs Office of the Chief Medical Office (OCMO) employs a family medicine model to provide frontline medical care for persons in CBP custody. This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners), clinical support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants), and other support staff (Patient Safety Risk Managers and Electronic Health Records Specialists). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed.
